Each Fusion Attack varies, given the number of monsters, terrain, and reaction of the general population. its level of intensity can be measured in three.
Level 1: Noticeable Sign of Threat
Low-level outbreak and invasion. usually in a Third World-like country or First World rural area. number of Fusions in these areas range from one to thirty. total number of casualties (including civilians infected by fusion matter) range from one to sixty. total duration, from the first case to the last known, will range from the first day to two weeks. the infested area will be minimal, no larger than 20 mile radius, but natural boundaries will determine its limits. there will be little response to this low-level outbreak, either exclusively civilian or some additional help from local law enforcement. it will likely catch the attention of a few secret agencies (P.E.T.,S.A.C.T., Plumbers, etc) but it will not be of major concern to them at this point in time. media coverage will be light, if none at all, and if so, look for common stories homicides or "accidents." this is an often misunderstood and underestimated outbreak as it went unnoticed so easily.
Level 2:Threat Increases
urban or densely populated rural areas are included. total Fusions will range from thirty to one hundred (fifty to two hundred if there are any fusion spawns) total casualties may climb up to several hundred including all civilized species present in the area. duration of Level 2 can last as long as Level 1. large number of fusions will most definitely attract the most immediate attention. an overly populated outbreak may extend to a hundred-mile radius while an urban outbreak will stretch up to several blocks. Suppression will certainly be highly organized to keep the infection from spreading and casualties to a minimum. bands of civilians will be replaced by local law enforcement, federal law enforcement, low-level military, alien and biohazard control agencies, even nearby CN heroes will take notice and action to help and rescue civilians. most often, to ease panic, they will take combatant roles against the threat while others will try a less combatant role like medical support, crowd control, and logistical support. Level 2 always attracts the media. unless the attack is in an isolated world or where media is strictly prohibited, the story will be reported. but it doesn't mean that it will be reported accurately.
Level 3: The Real Danger
this is a true crisis more than any other and is what's currently happening now. it demonstrates the threat posed by the Fusions and fusion matter. Fusions will number in the thousands covering an area of several hundred miles. duration of the attack and a possible mop-up process could be up to year. there will be no chance for media cover-up and even w/o the press, the whole world is already aware of the threat and too many eyewitnesses have seen and experienced the danger first-hand. this is battle for survival, w/ every law enforcement, military, civilians, biohazard and alien agencies, and CN heroes and villains from all over band together to stop the attack from progressing further and the infection at bay. a Biohazard and state of emergency will be issued for the infected area and all of these places will be quarantined. these quarantined areas are known as Infected Zones (IZ). food and supplies will he strictly monitored if obtained and w/e is not obtained will be hard to find as mostly everything will be infected w/ fusion matter. but all these measure will take time to implement. the beginning phase will be chaos as those in power come to grips w/ the outbreak and invasion. riots, looting, and widespread panic will only add to their difficulty to stabilize the situation and further delaying an effective response. while this is happening, those within the infected zones will be at the mercy of the fusions. w/o anyone else to rely on but themselves, they will have to fight their way to survive or become monsters themselves. but in time, these trapped survivors will be rescued once their presence within the IZs become known (by sending a S.O.S. or radioing for help).
